Amends Minnesota Statutes to require manufacturers and distributors of children's products containing priority chemicals to report information to the state agency within 180 days of chemical designation or by January 1, 2013 for previously designated chemicals.

Reporting must include the chemical name and registry number, product category based on age and contact type, estimated chemical amount, units sold in Minnesota or nationally, assessment of safer alternatives, and any other relevant information requested by the commissioner.

Exempts children's products with annual production of fewer than 3,000 units from reporting requirements.

Authorizes the agency to contract with independent third parties and assess fees on manufacturers or distributors if required information is not submitted timely, completely, or acceptably.

Requires manufacturers or distributors to resubmit required information every two years if children's products continue to contain priority chemicals.
