Modifies language in section 326B.36 to clarify that electrical inspections are essential and in the public interest for all new electrical installations, including construction, remodeling, replacement, or repair work.

Creates a dedicated revenue stream for electrical inspection activities by segregating fees into a special account within the construction code fund with mandatory annual appropriation to the commissioner.
