Establishes a Legislative Commission on United Nations Agenda 21 consisting of eight members: four senators (three appointed by the Subcommittee on Committees of the Committee on Rules and Administration, one by the senate minority leader) and four representatives (three by the speaker of the house, one by the house minority leader).

Commission chair alternates between a senate and house member in January of each odd-numbered year, with the first chair elected from senate members at the commission's first meeting.

Commission shall study the impact of UN Agenda 21 implementation by state, counties, regional commissions, towns, and cities, and prepare annual reports to the legislature by January 15 of each year.

Commission reports shall include recommendations and draft legislation to prevent implementation of United Nations Agenda 21 by state and local entities.

Members receive no compensation, per diem, or expense reimbursement; five members constitute a quorum; first appointments must be made by July 1, 2012.
