Extends public defender representation rights to persons appealing misdemeanor convictions, in addition to existing felony and gross misdemeanor appeals.

Extends public defender representation rights to persons convicted of a misdemeanor pursuing postconviction proceedings who have not had a direct appeal.

Amends Minnesota Statutes 2010, section 611.14 to include misdemeanors alongside felonies and gross misdemeanors in public defender eligibility criteria.
