Modifies the use of local sales tax revenues for the city of Clearwater under Laws 2008, chapter 366, article 7, section 19, subdivision 3

Authorizes tax proceeds to fund improvements to five named parks: Sportsman Park/Ballfields, Riverside Park, Lions Park/Pavilion, Cedar South Park (also known as Eldorado Park), and Spring Street Park

Permits use of revenues for improvements and extension of the River County bike trail, acquisition and construction of a pedestrian walkway over Interstate 94 and State Highway 24, and acquisition and construction of buildings for a community and recreation center

Limits total revenues from the local sales taxes that may be used for these projects to $12,000,000 plus any associated bond costs

Takes effect the day after the city of Clearwater complies with Minnesota Statutes, section 645.021, subdivisions 2 and 3
