Makes the Metropolitan Council's comprehensive development guide advisory rather than mandatory, allowing local units of government to decide whether to comply unless specifically required by law.

Removes the Council's requirement to review local comprehensive plans for compatibility with each other; Council may only comment on consistency with metropolitan system plans, with comments being advisory unless a substantial impact is identified.

Prohibits the Metropolitan Council from requiring changes to local ordinances unless specifically authorized by law, though the Council may still provide standards, criteria, and suggested model ordinances.

Changes language in metropolitan system statements from Council determining what information is necessary for local review to Council recommending what information units should consider.

Applies to Anoka, Carver, Dakota, Hennepl, Ramsey, Scott, and Washington counties, effective August 1, 2012, and repeals Minnesota Statutes section 473.851.
