School districts must evaluate all kindergarten and first grade students for dyslexia and related disorders in a form and manner determined by the commissioner of education and commissioner of health.

Licensed teachers trained in dyslexia must identify appropriate instructional services for eligible students after notifying parents or guardians, and districts must implement early screening, instructional strategies, and collaborative review procedures.

High school students with dyslexia or related disorders who have not demonstrated proficiency on state reading tests must receive reading instruction using individualized, intensive, multisensory, phonetic methods with trained teachers.

Professional development for teachers and administrators must include instructional strategies for identifying, assessing, and instructing students with dyslexia or related disorders.

Districts may provide optional education programs for parents and guardians covering dyslexia characteristics, testing and diagnosis, teaching strategies, and available academic accommodations.
