Licensed ambulance services are authorized to submit revenue recapture claims directly to the state commissioner, rather than through a county intermediary.

Removes the previous requirement that counties act as intermediaries for ambulance services and eliminates the restriction on multiple counties representing the same ambulance service for a single debt.

Eliminates the fee that counties could charge ambulance services for administering claims under the revenue recapture program.

Maintains the $15 fee per setoff against refunds due, with $4 deposited to the Department of Revenue recapture revolving fund and $11 to the general fund.

Effective immediately upon enactment (May 24, 2011).
