Applies to public schools and charter schools identified as "Priority" schools by the Minnesota Department of Education for at least three consecutive school years based on federally approved 2012 No Child Left Behind waiver measures.

Establishes four intervention models: turnaround (replace principal, modify governance and instruction), restart (close and reopen under charter operator), closure (transfer students to higher-achieving school), or transformation (improve teacher/principal effectiveness, instructional reform, extended learning time).

Specifies petition requirements including specific format, signer oath, verification by school board within 45 days, and allows 30-day resubmission period if signature errors are found.

Requires school board to hold public meeting within 30 days of signature verification and implement the parent-requested intervention in the proximate school year (or following year if verified after February 1).
