Expands state park fee discounts for disabled individuals to include those with an interagency access pass for people with permanent disabilities issued by the federal government under the Federal Lands Recreation Enhancement Act.

Reduces parking and campsite fees to one-half the standard rate on Sunday through Thursday for disabled persons with disability plates, disability certificates, or the federal interagency access pass.

Allows the commissioner to issue special state park permits to permanently disabled persons who possess the federal interagency access pass, in addition to those with state disability plates or certificates.

Applies fee discounts to special parking spurs, campgrounds for automobiles, tent camping sites, and auto trailer coach parking spaces.
