Amends Minnesota Statutes section 127A.05, subdivision 4, to prohibit the Commissioner of Education from enforcing rules that have not been formally adopted under chapter 14.

Requires the commissioner to include a notice in any policy, guideline, bulletin, criterion, manual standard, or similar pronouncement that states the pronouncement is not enforceable if it meets the definition of a rule but has not been formally adopted.

Allows school districts to petition the Office of Administrative Hearings to challenge the commissioner for enforcing or attempting to enforce an unadopted pronouncement as though it were a duly adopted rule.

Preserves the commissioner's authority to adopt, amend, or repeal rules under specific authority; grant variances for experimental programs; and make technical corrections to adopted rules.

Takes effect the day following final enactment.
