Appropriates $450,000 from the bond proceeds fund to the Minnesota Historical Society for a grant to the city of Preston to restore a historic grain elevator, bagging shed, scale house, and dock to their 1916 condition.

Authorizes the Commissioner of Management and Budget to sell and issue state bonds up to $450,000 to provide the appropriated funds, subject to Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.

Requires annual appropriations from the arts and cultural heritage fund to pay debt service on the issued bonds, with amounts determined by the Commissioner of Management and Budget under Minnesota Statutes section 16A.643.

Permits the city of Preston to enter into lease or management agreements for the project subject to Minnesota Statutes section 16A.695.

Sections 1-3 become effective the day following final enactment.
