Requires all hospitals licensed in Minnesota to adopt and implement staffing plans by July 1, 2013 that establish maximum patient assignments for direct care registered nurses, developed in agreement with nurses.

Establishes specific maximum patient-to-nurse ratios by unit type, ranging from 1:1 in operating rooms and trauma units to 1:6 in postpartum and well-baby units, with flexibility to assign fewer patients when necessary for patient safety.

Mandates hospitals establish an RN Staffing for Patient Safety Committee by July 1, 2012 with at least half the membership comprised of direct care registered nurses to assess staffing problems, develop staffing levels, and conduct semiannual evaluations.

Protects direct care registered nurses from discipline for refusing unsafe assignments based on professional judgment regarding patient acuity and nursing intensity, and requires procedures for shift-to-shift staffing adjustments.

Requires staffing levels be posted conspicuously in units and waiting areas, with hospital license suspension or revocation possible for failure to develop plans or comply with staffing requirements.
