Adds service branch designs to Minnesota's special veterans' license plates, allowing separate plate designs for veterans who served in the Army, Marine Corps, Navy, Air Force, or Coast Guard, each bearing the respective branch inscription and emblem below the plate number.

Establishes $10 fee for special veteran plates (or single motorcycle plates) plus applicable registration tax, with an additional $5 surcharge for one-ton truck plates deposited to the vehicle services operating account.

Defines "eligible applicant" as one who served in active military service in a U.S. branch or allied nation during a foreign war, was discharged under honorable conditions (unless otherwise specified for specific plate designs), and meets requirements for the specific plate design requested.

Restricts special motorcycle plates to only certain plate designs, excluding service branch designs, Pearl Harbor Survivor, World War, Korean, Laos War, Bronze Star, and Silver Star plates.

Effective dates: January 1, 2013 for subdivision 1 amendments (eligibility requirements); March 1, 2013 for subdivision 2 amendments (service branch plate designs).
