Appropriates $1,000,000 from bond proceeds to the University of Minnesota Board of Regents to remodel, renovate, furnish, and equip the Engineering and Fisheries Laboratory on the St. Paul campus for an invasive species research center.

Appropriates $12,000,000 from bond proceeds to the commissioner of natural resources to design and construct an Asian carp deterrent barrier and to fund renewal and rehabilitation of public water access site facilities for aquatic invasive species management.

Authorizes the commissioner of management and budget to sell and issue up to $13,000,000 in state bonds to fund the appropriations, in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution article XI, sections 4 to 7.

Funds for the invasive species research center are contingent on the commissioner determining that sufficient matching funds from nonstate sources are committed to complete the project.

Effective the day following final enactment.
