Commissioner of Public Safety must provisionally reinstate the Golden Valley deputy registrar office within 21 days of receiving notification from the city.

City of Golden Valley must submit notification including: summary of internal investigation findings, review of preliminary audit recommendations, and documentation of staffing, training, supervision, and financial practice changes.

Commissioner may require the deputy registrar to file a bond and comply with established best practices as conditions of reopening.

Commissioner and Office of Administrative Hearings retain authority to impose sanctions after provisional reinstatement, including permanent closure or fines.

Section is effective the day following final enactment.
