Authorizes school boards to suspend teachers without pay (instead of with pay) while pending a hearing if the teacher has been charged with a felony and the underlying conduct grounds the proposed immediate discharge.

Requires school boards to reimburse teachers for all salary, benefits, and employment-related compensation including pension contributions if the final decision does not result in suspension, termination, or discharge.

Maintains existing grounds for immediate discharge of continuing-contract teachers including immoral conduct, insubordination, conviction of a felony, conduct unbecoming a teacher, failure to teach without board release, gross inefficiency, willful neglect of duty, or continuing physical or mental disability.

Requires written notice to the teacher stating grounds for proposed discharge in reasonable detail, with the teacher having ten days to request a hearing before the board before final action is taken.

Effective the day following final enactment.
