Expands the definition of "lobbyist" to include individuals who attempt to influence legislative adoption of model legislation written or distributed by a principal.

Defines "model legislation" as legislation written or distributed by a principal to public officials of more than one state.

Expands the definition of "principal" to include individuals or associations that draft, promote, or distribute model legislation to any public official of Minnesota with the purpose of influencing them to introduce or vote for the legislation.

Requires principals granting scholarship funds to public officials for conference attendance to report the names of recipients and sources of contributions for those scholarship funds.

Requires public officials to disclose all scholarship funds received or paid on their behalf in economic interest statements, including the amount, granting entity, and related conference or event.
