Phases out the special education tuition bill-back procedure where resident districts pay tuition to serving districts, with reductions from 80% in fiscal year 2014 to 0% in fiscal year 2018 and later.

Defines "unreimbursed cost of providing special education and services" as the actual cost of special instruction, services, and transportation minus general education revenue attributable to the pupil and minus special education aid received by the serving district.

Requires special education aid paid to resident districts to be reduced by a percentage of unreimbursed costs: 80% for FY2014, 60% for FY2015, 40% for FY2016, and 20% for FY2017.

Mandates that serving districts (intermediate districts, cooperatives, and charter schools with 70%+ special education enrollment) receive increased special education aid equal to the reductions made from resident district aid.

Effective for revenue in fiscal year 2014 and later, permanently eliminating special education tuition bill-backs after fiscal year 2017.
