Requires licensure by the Minnesota Commissioner of Health for any clinic, health center, or facility that performs ten or more abortions per month, including nonsurgical abortions.

Authorizes the Commissioner of Health to adopt rules for licensure and conduct inspections and investigations as deemed necessary without prior notice to facilities.

Classifies information collected through reports, inspections, and investigations as private data on individuals and prohibits public disclosure that identifies patients, with limited sharing allowed to other state agencies for investigation purposes.

Establishes a severability clause providing that if any provision is found unconstitutional, the remaining sections shall remain effective.
