Amends eligibility requirements for state grants to alternatives-to-abortion programs that support women in carrying pregnancies to term and caring for babies after birth.

Changes the program establishment date requirement from July 1, 2005 to July 1, 2011 for organizations seeking grant eligibility.

Prohibits grant recipients that are affiliated with abortion providers from receiving funds unless the organizations are separately incorporated and completely independent (including separate names, facilities, expenses, employee wages, equipment, and supplies).

Requires grant recipients affiliated with abortion providers to maintain financial records demonstrating strict compliance and that the abortion-providing affiliate receives no direct or indirect economic or marketing benefit from the grant.

Takes effect retroactively from February 1, 2012.
