Amends Minnesota Statutes 2010, section 471.999 to modify reporting requirements for political subdivisions on compliance with sections 471.991-471.999.

Changes the reporting frequency from every three years to every five years for political subdivisions in compliance, effective beginning in 2012.

Requires political subdivisions found in noncompliance to report every three years instead of five years.

Commissioner of management and budget must include in annual January 1 reports: lists of compliant and noncompliant subdivisions, compliance costs, basis for noncompliance findings, recommended corrective actions, penalties, and subdivisions that failed to report.

Effective the day following final enactment.
