Establishes expedited data access requests at a fee of $25 per document (maximum $200 aggregate), with responsible authorities required to provide access by an agreed-upon date or refund $12.50 per day for each business day of delay.

Requires government entities to notify all officials and employees in possession of relevant data upon receipt of a data access request and prohibit destruction or tampering with requested data, with violations subject to remedies and penalties under section 13.08.

Mandates that state agency and municipal contracts require contractors to submit copies of any subcontracts entered into under prime contracts to the contracting government entity.

Expands the definition of "personnel data" to include independent contractors and subcontractors with government entities.

Repeals Minnesota Statutes sections 13.7931, subdivision 6, and 84.0874.
