Amends Minnesota Statutes section 259.13 to require persons civilly committed under section 253B.185 or Minnesota Statutes 1992, section 526.10 to notify the prosecuting authority when seeking a name change, similar to existing requirements for felony convicts.

Applies notification requirement to three name change procedures: applications under section 259.10, requests with marriage license applications under section 517.08, and requests in conjunction with marriage dissolution under section 518.27.

Requires proof of service on the prosecuting authority to be filed with the court (for sections 259.10 and 518.27) or with the county (for section 517.08) as part of the name change request.

Prohibits granting a name change during the 30-day objection period or until any filed objections are resolved, as specified in subdivisions 2, 3, and 4 of the statute.

Clarifies that marriage license applications may proceed without the name change during the waiting period.
