Moves school district primary election date from second Tuesday in August to first Tuesday after the third Monday in June in years when school district general elections are held.

Adjusts multiple administrative deadlines throughout election law to accommodate the earlier primary date, including deadlines for combined polling place establishment (March 1 instead of May 1), precinct boundary changes (April 1 instead of June 1), and election judge appointment lists (March 1 and March 15 instead of May 1 and May 15).

Becomes effective January 1, 2013, and applies to all elections conducted on or after that date.
