Authorizes the commissioner to delineate priced lanes using double white lines, defined as two parallel solid white lines in close proximity with a discernible space between them.

Prohibits the commissioner from banning drivers from crossing double white lines to enter or exit priced lanes outside of the times when lane fees are in effect.

Restricts morning priced lane hours on Interstate 35W (between I-94 and I-35E) to begin no earlier than 6:00 a.m. and end no later than 9:00 a.m.

Restricts afternoon and evening priced lane hours on Interstate 35W (between I-94 and I-35E) to begin no earlier than 3:00 p.m. and end no later than 6:00 p.m.
