Allows metropolitan local units of government to designate primary service areas within their jurisdiction by resolution and assign licensed ambulance services to serve those areas.

Defines "metropolitan local unit of government" as statutory or home rule charter cities, counties, or towns in the metropolitan area as defined in section 473.121, subdivision 2.

Requires the state board to adopt rules defining primary service areas and designate ambulance services for areas outside those designated by metropolitan local units of government.

Mandates the board ensure all areas of the state have a licensed ambulance service designated to provide service as part of its primary service area.

Modifies licensing requirements so the board issues licenses for new ambulance services, new service types, or expanded service areas only if specific statutory requirements are met.
