Maintains existing $100 annual cap on county fees for background studies in child care licensing.

Allows counties to reduce or waive fees for applicants experiencing financial hardship, areas with provider shortages, new providers, or providers with at least 16 hours of training.

Permits installment payment plans up to one year and allows state child care assistance payments to be used to pay county fees, with the state reimbursing counties for fees collected this way.
