• Adds satellite system contractors and satellite system installers to the definition of electrical contractors licensed by the commissioner.

• Defines "satellite broadcast communication system" as antenna and receiving equipment for residential dwellings to receive and transmit communication signals from satellite sources under the National Electrical Code.

• Establishes requirements for satellite system installers including completion of the National Standards and Testing Program for satellite system installers sponsored by the Satellite Broadcasting and Communications Association of America, Inc., or an approved program, plus passing a commissioner-administered examination.

• Requires satellite system installers to complete four hours of continuing education under rules adopted by the Board of Electricity and prohibits them from performing other functions allowed under power limited technician licenses.

• Establishes satellite system contractor licenses expiring August 1 of each even-numbered year and applies to regulations governing contractor employment of responsible licensed individuals.
