Amends Minnesota Statutes section 477A.011, subdivision 36, to add a new paragraph (bb) increasing the city aid base for certain cities beginning in calendar year 2013.

Provides increased aid base for cities located outside the seven-county metropolitan area that had a population less than 10,000 in the 2000 census but greater than 11,000 in the 2010 census.

Aid increase amount equals the aid base calculated under the existing paragraph (k) formula, which is generally based on population minus 5,000, times 60, up to a maximum of $2,500,000.

Maximum total aid limit under section 477A.013, subdivision 9, is also increased by the same amount in calendar year 2013 only.

Requires cities to have jobs per capita greater than 1.2 as calculated under section 477A.011, subdivision 42, paragraph (c), to qualify for the aid increase.
