Proposes amendment to Minnesota Constitution Article VII, Section 1 requiring all in-person voters to present valid government-issued photographic identification before receiving a ballot.

Requires the state to issue photographic identification at no charge to eligible voters who do not have acceptable identification.

Allows voters unable to present photographic identification to submit a provisional ballot, which is counted only if the voter certifies it according to law.

Mandates substantially equivalent identity and eligibility verification standards for all voters, including those voting by methods other than in-person.

Submits the amendment to voters at the 2012 general election with an effective date of July 1, 2013 for all subsequent elections.
