Creates the Minnesota Health Benefits Exchange as an independent public entity to provide individuals and small businesses with health insurance options, improve health outcomes, and reduce health disparities.

Establishes a 19-member board of directors with members representing consumers, small business interests, health care experts, underserved populations, and state commissioners of commerce, health, and human services; prohibits board members from having financial conflicts of interest or affiliations with health insurance industry.

Requires the exchange to certify health plans as qualified, maintain a website with standardized plan comparisons, serve as an active purchaser to negotiate prices and quality, screen individuals for Medicaid and CHIP eligibility, and establish a no-wrong-door policy for multiple enrollment access points.

Mandates the exchange to pursue federal funding, comply with the federal Patient Protection and Affordable Care Act, establish advisory committees, consult with the Indian Affairs Council, and submit progress reports to the legislature beginning March 15, 2013.

Takes effect upon enactment for preparatory purposes, with health coverage under the exchange effective beginning January 1, 2014.
