Requires school districts to maintain specific staffing ratios: one teacher per 18 students, one counselor per 250 students, one social worker per 400 students, one nurse per 750 students, and one psychologist per 1,000 students.

Mandates all-day, every-day kindergarten for all eligible children beginning July 1, 2012, and requires school districts to establish or provide access to early learning programs for children birth to age five.

Requires each school district to create a data analysis team of licensed staff to review student performance data and establish strategic plans with concrete goals for improving learning outcomes, including targeted support for at-risk students.

Expands school board harassment and bullying policies to cover harassment, bullying, intimidation, and violence based on race, color, creed, religion, national origin, sex, marital status, disability, socioeconomic status, sexual orientation, gender identity, age, and physical characteristics, including electronic forms.

Increases teacher preparation and planning time to at least five minutes per 25 minutes of classroom instruction for data analysis and coordinated planning to improve student learning, and requires family home visiting programs for at-risk families.
