Prohibits the commissioner of human services from denying payment for mental health or dental services based solely on the fact that these services were provided on the same day as other covered health services by the same provider or clinic.

Allows the commissioner of health to waive health care home certification requirements if an applicant demonstrates that compliance creates major financial hardship or is not feasible, provided the applicant establishes an alternative way to accomplish the certification objectives.

Requires the commissioner of health to modify the health care homes certification application to allow applicants to indicate federally qualified health center (FQHC) or FQHC look-alike status.

Automatically certifies as a health care home any applicant indicating FQHC or FQHC look-alike status on a completed application, without requiring compliance with Minnesota Rules part 4764.0040 standards.

Requires FQHCs and FQHC look-alikes to submit an annual letter of intent for recertification but exempts them from meeting recertification standards in Minnesota Rules part 4764.0040.
