Prohibits licensed health care providers from initiating direct contact (in person, by phone, or electronically) with auto injury victims to solicit treatment or purchases, including prohibitions on using cappers, runners, or steerers for such solicitation.

Permits mailing of advertising literature to injured persons if marked "ADVERTISEMENT," includes the licensee's name and credentials, and the licensee does not initiate follow-up direct contact.

Requires health care providers to use only their legal name and clinic legal name in auto injury solicitations and advertisements, with legal names prominently displayed and accurately describing the nature of practice.

Makes charges for services provided in violation of these solicitation rules non-compensable and non-enforceable by law, with reparation obligors able to challenge such charges in district court.

Directs legislative committee chairs to convene a work group to study and compare no-fault auto insurance health care delivery systems in other states and report findings by October 15, 2012.
