Appropriates $221,000,000 from bond proceeds fund to the commissioner of administration for design, repair, and restoration of the State Capitol building, including hazardous materials abatement and structural improvements.

Limits appropriation to work necessary for restoring building integrity and structural soundness, excluding furnishings or equipment unrelated to structural integrity.

Requires construction sequencing so that House and Senate chambers are inaccessible during no more than one even-numbered year legislative session.

Distributes appropriation as $60,000,000 for each fiscal year 2013-2015 and $41,000,000 for fiscal year 2016.

Authorizes commissioner of management and budget to sell and issue up to $221,225,000 in state bonds to fund the project and bond sale expenses of $225,000.
