Clarifies that 16- and 17-year-olds who register cannot cast a ballot until they reach age 18 and meet all other eligibility requirements on election day.

Modifies voter registration application forms to include a certification question asking if applicants are at least 16 years of age and understand the age requirement to vote.

Excludes voters under 18 years of age from public information lists available for inspection by the general public.
