Appropriates $6,100,000 from bond proceeds to the commissioner of natural resources for a grant to Wright County and the city of Monticello to acquire 551 acres of land for a regional park in the Bertram Chain of Lakes.

Land acquisition includes shoreline along the north end of Long Lake and the entire shoreline of three undeveloped lakes in the Bertram Chain of Lakes.

Requires Wright County and Monticello to own the land as tenants in common with equal 50 percent interests and to establish a joint powers board under Minnesota Statutes section 471.59 to govern the facilities.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $6,100,000 according to Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.

Funds are not available until the commissioner determines that the joint ownership agreement, joint powers agreement, and board formation are complete and sufficient nonstate funding is committed.
