Appropriates $95,000 from the general fund in fiscal year 2013 to the commissioner of human services to establish and maintain a statewide self-advocacy network for persons with intellectual and developmental disabilities.

Network must inform and educate persons with disabilities about their legal rights in education, employment, housing, transportation, and voting.

Network must educate and train persons with disabilities to self-advocate for their rights under law.

Authorized activities include education and training in preemployment and workplace skills, establishment of a communication and information exchange system for self-advocacy groups, and provision of financial and technical assistance to self-advocacy groups.
