Exempts 17 specified cities from 2011 local government aid penalties for failing to file calendar year 2010 financial reports on time with the state auditor.

Named cities are: Bigfork, Biscay, Bluffton, Bovey, Dalton, Dennison, Echo, Elysian, Henriette, Hoffman, Holland, Jeffers, Lake Henry, McGregor, Nelson, Vesta, and Villard.

Requires the state auditor to certify that all required calendar year 2010 forms have been submitted by May 31, 2012 for cities to receive their 2011 aid payments.

Commissioner must make aid payments no later than June 30, 2012, calculated pursuant to Minnesota Statutes section 477A.013, subdivision 11.

Allocates up to $794,579 from fiscal year 2012 local government aid appropriations for these payments.
