Modifies Minnesota Statutes section 116.07, subdivision 7c to add state disposal system (SDS) permit requirements for feedlots alongside existing NPDES permit requirements.

Requires the agency to issue a state disposal system permit for feedlots with capacity greater than 1,000 animal units that are not required by federal law to obtain a national pollutant discharge elimination system permit, with a ten-year permit term.

Limits state disposal system permit application fees to a maximum of $250 and specifies required application information including owner details, facility location, animal types and capacity, manure storage areas, soil conditions, and manure management plans.

Maintains existing NPDES permit provisions requiring individual permits for newly constructed, expanded, or priority feedlots identified using criteria in effect on January 1, 2010, and general permits for other feedlots.

Requires at least one public hearing prior to issuance of general NPDES permits and allows concurrent public notice and comment periods with environmental review or local conditional use permit processes.
