Modifies the Three Rivers Park District Board of Commissioners from seven members appointed or elected to seven members elected without party designation to represent portions of Hennepin County outside Minneapolis.

Requires park district commissioners to be elected from seven districts (increased from five) established by the Board, with each commissioner serving a four-year term and residing in their respective district.

Mandates elections be held at the same time and manner as county commissioner elections, with vacancies filled by Board appointment of a district resident.

Requires the Board to divide Hennepin County territory outside Minneapolis into seven contiguous, compact districts of nearly equal population (within ten percent variance) and redistrict after each federal census.

Repeals previous subdivision 2 and 3 of section 383B.68 and makes the bill effective following the Board's compliance with statutory filing requirements, applying to the 2012 general election and thereafter.
