Amends the definition of "drug paraphernalia" to include equipment used in manufacturing, packaging, selling, or buying controlled substances, in addition to existing uses related to consumption and testing.

Expands the definition of "methamphetamine paraphernalia" to include equipment used in manufacturing, packaging, selling, or buying methamphetamine, alongside equipment for consumption.

Maintains exemption for hypodermic needles and syringes when possessed, manufactured, delivered, or sold in accordance with Minnesota Statutes section 151.40, subdivision 2.

Both amendments take effect August 1, 2012, and apply to crimes committed on or after that date.
