Increases maximum wagers at card clubs from $60 to $100 for standard games, while maintaining the $300 maximum wager for games with limited wagering opportunities.

Authorizes the commission to set regulatory threshold concentrations for nonsteroidal anti-inflammatory drugs and other medications in horse racing, replacing the previous specific limit of five micrograms per milliliter of blood plasma.

Requires the commission to be reimbursed for increased expenses related to upgraded drug testing technologies from receipts generated by card playing activities.
