Increases provider rate differential for accreditation from 15 percent to 17 percent above the maximum rate for family child care providers and child care centers holding early childhood development credentials or accreditation.

Raises the absent day reimbursement limit from 10 to 25 full-day absent days per child per fiscal year, with additional allowance for up to 10 consecutive absent days if child has documented medical condition.

Excludes absences due to documented medical conditions of parents or siblings living in the same residence from counting against the 25-day absent day limit.

Allows children in families where a parent under age 21 lacks a high school diploma and is enrolled in a program providing child care, parenting, and academic support to be exempt from absent day limits upon county approval.

Requires providers and families to receive notification of absent days used at initial authorization and when 15 cumulative absent days have been used, effective January 1, 2013.
