Amends Minnesota Statutes section 124D.10, subdivision 10, to clarify accountability measures for charter schools with certain student populations.

Charter schools where 75 percent or more of enrolled students are eligible for the graduation incentives program under section 124D.68 are exempt from the graduation rate measure under Minnesota's 2012 No Child Left Behind Act waiver.

Exempt charter schools must be grouped with alternative learning centers and contract alternative schools for purposes of determining "priority" schools or other federal waiver consequences.

Charter schools must still design programs to meet outcomes adopted by the commissioner for public school students or outcomes specified in their authorizer contract.

Effective the day following final enactment.
