Appropriates $4,200,000 in fiscal year 2013 from the clean water fund to the Board of Water and Soil Resources for grants to local government units for water quality protection, restoration, runoff reduction, feedlot projects, septic system abatement, and stream/shoreline protection, available until June 30, 2016.

Appropriates $1,800,000 in fiscal year 2013 from the clean water fund to the University of Minnesota Board of Regents to develop and implement an Aquatic Invasive Species Cooperative Research Center, available until June 30, 2014.

Appropriates $1,000,000 in fiscal year 2013 from the environment and natural resources trust fund to the University of Minnesota Board of Regents for the same Aquatic Invasive Species Cooperative Research Center, available until June 30, 2014.

Reduces the second-year appropriation for Aquatic Invasive Species programs under the Environment and Natural Resources Trust Fund from $3,513,000 to $2,513,000, and modifies the Emerging Issues subdivision total from $4,213,000 to $3,213,000.

University of Minnesota is requested to collaborate with the commissioner of natural resources in developing solutions to control aquatic invasive species as a condition of receiving the appropriations.
