Establishes performance-based systems for annually evaluating school principals and teachers as part of measuring instructional and curriculum effectiveness.

Requires an education effectiveness plan aligned with sections 120B.023 and 122A.625 that integrates high-quality instruction, rigorous curriculum, technology, and professional culture development.

Modifies student evaluation requirements to have recent high school graduates report on quality of district instruction and curriculum delivery via electronic means, with findings forwarded to the commissioner upon request; effective for reports on 2012-2013 school year and later.
