Establishes an interstate highway emergency response reimbursement pilot program administered by the Emergency Medical Services Regulatory Board to reimburse eligible ambulance services for unrecovered emergency care costs on interstate highways.

Limits eligibility to licensed ambulance services in Washington County with majority volunteer personnel, an interstate highway in their primary service area, and service area adjacent to Wisconsin.

Requires eligible ambulance services to submit quarterly evidence of unpaid claims for emergency services provided to out-of-state residents or unidentified patients on interstate highways.

Directs the Emergency Medical Services Regulatory Board and Minnesota Ambulance Association to report to the governor and legislature by January 15, 2013 on collection impediments and options for addressing unpaid charges from nonresidents.

Appropriates funds from the general fund for fiscal year 2013 to administer the pilot program, with funds available until expended, effective July 1, 2012.
