Commissioner of transportation must approve and award a consultant contract by July 1, 2012 to analyze pupil transportation costs and recommend efficiency improvements and legislative actions.

Consultant shall separately analyze pupil transportation in selected urban, suburban, and rural school clusters and project statewide costs and savings from recommendations.

Consultant must utilize analytical methods including strategic sourcing, standardization, contract consolidation, negotiation, purchasing alliances, and life-cycle costing for bus purchases.

Consultant shall submit report to commissioner of transportation by January 15, 2013, who shall transmit it to legislative committees with jurisdiction over transportation and education finance and policy.

Unspecified amount appropriated from general fund to commissioner of transportation for study costs.
